I read that Tlaxcala was more egalitarian than the Aztec Triple Alliance because of the lack of luxury in most homes, but other sources say Tlaxcala was just poorer because of the Aztec Trade Embargo. What is the actual story?

In the early 70's, the US and OPEC made a deal to price oil in USD after the end of the Bretton Woods System. Shortly after, OPEC imposed an oil embargo on the US for support of Israel, but oil pricing remained in USD. Why didn't OPEC revert its pricing away from USD while the US was under embargo?
